R12 System Allows Updating Need-By Date For Reserved PO (Doc ID 1631789.1)

Symptoms

Need-by Date on the line is allowed to be modified for a reserved PO.   
As it is a tax determining attribute, this will trigger recalculate the tax, thus could cause a mismatch in the total amount and encumbered amount when tax rate changes. It should not be allowed.
