Planning is not consolidating order releases

Symptoms
When attempting to plan Order Releases to Shipments, the following are observed
01. 2 order releases are created and bulk planned, it creates 6 shipments (ie 3 shipments for each order) and total cost is 9981 TRL.
02. In the 2nd case, order movements are created for the same above 2 orders (using the itinerary. Use action Manage Buy Order Movement -> Show Itinerary:). 3 Order Movements are created for each order and when the 6 OMs are bulk planned. It is observed that order movements got consolidated & 3 Shipments are built and the total cost now is 5504 TRL which is much lower than the order release bulk plan
Bulk plan is not consolidating order releases even though consolidation is feasible and results in lower cost.
