R12: Active Supplier Contacts are being Populated with an Inactive Future Date (12.31.4712)

Symptoms
Active Supplier Contacts (Registered Users) are populated with an inactive future date of 12.31.4712
Also, when creating new Suppliers and registering the Supplier, the future date is pulled in when saving the record. The inactive date can't be deleted.
Steps to Reproduce:
Buyer Work Center -> Create New Supplier (or query existing supplier) -> Contact -> Register Supplier -> Apply -> future date is populated in the Inactive Field
Delete future date -> Apply -> appears to be deleted
Requery Supplier Contact -> record reflects future Inactive Date is still populated
