How to Disable the FYI Workflow Notification Auto close?

1. Setting the users to get email with the following setup:

User preferences > Email style > HTML Mail with attachments

2. When users receive The FYI Notifications, those have automatically been closed.

How to maintain the FYI notifications open until the users close them manually?
