After R12.2.3 Upgrade, Create / Update Customers Error 'Procedure: sync_contact_point Error: ORA-06508: PL/SQL: could not find program unit being called'

Symptoms

In R12.2.3, the following error is received when trying to create an account for existing customer:

You have encountered an unexpected error. Please contact the system administrator for assistance

Exception Details Error
Unexpected SQL error encountered during synchronization: Procedure: sync_contact_point Error: ORA-06508: PL/SQL: could not find program unit being called.
Please contact the system administrator.


Steps to reproduce:

1) Receivables Manager, N: Customers : Customers
2) Search for an existing customer
3) Click on Create Account button
4) Enter the Account Description. The error appears.
