Rate Inquiry (RIQ) "Search" Disabled when Removing Location Profile ID (Doc ID 1635781.1)

Symptoms

A custom Manager Layout is created that for Rate Inquiry that removes the "Location Profile ID". When using this Manager Layout for running an RIQ, the "Search" button is disabled (i.e. Clicking on it does nothing.) unless a Location ID is provided.

 -- Expected Behavior
That you would be able to run an RIQ by populating Postal Code or Country

This can be replicated with the following steps:

Initial Configuration:
Create a Rate Inquiry Manager Layout: CUSTOM_RATE_INQUIRY
Remove the "Location Profile ID" (no other changes)
Created Action: CUSTOM_RIQ using above layout
Assigned this Action to the "Rate Inquiry Action" User Preference


1. Navigate to Ask OTM->Rates
2. Enter any Zip Code and USA Country in both Ship From and Ship To sections
3. Attempt to click on "Search"...nothing happens
4. Now enter any location codes in the Location ID fields (e.g. PHL and ATL)
5. Search is now activated


Note: Same problem occurs if you remove "County Qualifier" from both "Ship From"
and "Ship To" sections.
