DEFAULT_WHERE Does Not Work On the Price List Setup Form (Doc ID 1635940.1)

Symptoms

On : 12.1.3 version, Price List

ACTUAL BEHAVIOR
---------------
The Default_where in the forms personalization for the price list setup form (QPXPRLST.fmb) on the List_Lines block does not work.

EXPECTED BEHAVIOR
-----------------------
The default_where works for all other blocks but this one.
Hence expect that is should be consistent in the application and also work for this form.

<Bug 18111125> : FORM PERSONALIZATION DEFAULT_WHERE DOESN'T WORK ON PRICE LISTS(QPXPRLST) FORM IN
Applied <Patch 14686371> with Fixed file: QPXPRLST.fmb 120.42.12010000.13
To addesses a condition where the PRE-QUERY in the LIST LINES block changed the
DEFAULT_WHERE clause of the block to see if this fix would address this issue.  Same issue is present.
