Symptoms

Find when running the Recalculate Participation Values: Grade/Step Progression process, the salary records are not created with the same effective date entered as the process parameter.

-- Expected Behavior
 Expect the salary record to be created with the entered effective date in the parameter of the process

-- What is working
 The salary record is created but with a future date.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Update the rates for an existing grade ladder
2. Run Recalculate Participation Values: Grade/Step Progression process
