Symptoms

On Oracle E-Business Suite, 12.1.3:

Attempting to populate the Tax Product Category field on the Memo Lines screen and receive the following error:

ERROR
-----------------------
FRM-41830: List of values contains no entries

Steps to Reproduce:
Responsibility: Receivables
Navigation: Setup > Transactions > Memo Lines
Query a Memo Line
Click on List of Values (LOV) under Tax Product Category
The error occurs

NOTE: This seems to be an issue only for Latin American countries, other than Brazil
