Unable To Cancel Internal Orders

Symptoms
On : 12.1.3 version, Trx Changes & Cancellations
When attempting to cancel internal sales order the following error occurs. If users tries to cancel the Internal Sales Order no error occurs, however, Oracle just freezes and will not move forward when we click OK.
But when we tried to make the quantity on Sales Order Line to 0 then we got this error in Production 'ORA-1403 No Data found in package OE_LINE_UTIL_PROCEDURE UPDATE_ROW'.
Note: Cannot replicate this error in TEST instance.
OBSERVATION
Actions --> Cancel function is not working for us for Internal Sales Orders. Oracle freezes and will not move forward if we enter a reason and click on Ok.
The company had quarterly patching last weekend after which users are not able to cancel Internal Sales Orders.
ERROR

STEPS
1. Responsibility: Order Management Super User
2. Order Organizer > Query Sales Order = xxxxxxx
3. Line 1.1 > Actions > Cancel > Cancel Reason
4. System does not allow user to cancel internal sales order line
