ADOP phase=prepare Is Failing At adconfig On The adgenjky.sh Script (Doc ID 1638491.1)

Symptoms

Trying to upgrade EBS 12.2.0 to EBS 12.2.3 and have followed the following note:
1. Applied Consolidated Seed Table Upgrade Patch 17204589:12.2.0
2. Applying R12.AD.C.Delta.3 and R12.TXK.C.Delta.3 Release Update Packs (<Document 1586217.1>) - PATH A, applied AD.C.3 and TCK.C.3
3. While trying to apply E-Business Suite 12.2.3 Release Update Pack, the ADOP phase=prepare is failing at adconfig and adconfig is failing at adgenjky.sh script.

From the ADOP log file:

[EVENT] [START 2014/03/10 04:40:21] Running AutoConfig
  [UNEXPECTED]Error occurred while executing
  [UNEXPECTED]Error while runPendingClone sub-routine is called

From the adconfig.log file:

[SETUP PHASE]
 AutoConfig could not successfully execute the following scripts:
  Directory: /u03/oracle/VIS/fs2/inst/apps/VIS_ebs122/admin/install
  adgenjky.sh INSTE8_SETUP 1


AutoConfig is exiting with status 1
