CSV Upload of Zipped CSV Files Fails in Integration Manager Within Business Process Automation (Doc ID 1642869.1)

When trying to upload a .zip file with one .ctl file and many .csv files, the records do not get created.

The issue can be reproduced at will with the following steps:

1. use the Integration Manager inside of Business Process Automation to load all of our rates.
2. Upload failed without creating any log files or intelligent error messages.

Due to this issue, users cannot load rate records.
