"Selected order releases were already unassigned OR Fleet resource Assigned." Error Unassigning Order Release After Withdrawing Tender from Shipment via Tree View

Symptoms
When attempting to use the Order Release Tree to Withdraw a Tender and then Unassign a Shipment from it, OTM thinks the Shipment_gid is the Order Release Gid and fails to Unassign,
the following error occurs.
ERROR
-----------------------
Selected order releases were already unassigned OR Fleet resource Assigned.
The log shows a reference to the shipment_gid instead of the order_order_release_gid
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Having the Preferences set to always open in new window
2. Find an Order Release
3. Expand the Order Release Tree
4. See the Buy Shipment
5. Withdraw the Tender
6. Click the Actions button for the Order
7. Try the Action Unassign Order - Buy
8. Get the Error
