Query blanket releases via "Purchase Order Summary" does not retrieve all releases that match query conditions (Doc ID 1643053.1)

On : 12.1.3 version, Purchase Order

ACTUAL BEHAVIOR
---------------
When attempt to query Blanket Released on FORM "Purchase Order Headers" via Purchase Order Summary, find system only retrieves parts of Releases, but actually hundreds more releases should be retrieved.

EXPECTED BEHAVIOR
-----------------------
When attempt to query Blanket Released on FORM "Purchase Order Headers" via Purchase Order Summary, system could display all the released which match the conditions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Purchasing > Purchase Order Summary > FORM "Find Purchase Orders" with conditions below:
- Type: blanket release
- Results: Headers
2. Click (B)Find > FORM "Purchase Order Headers"
- only retrieve parts of Releases  whereby hundreds more releases which also match query conditions, and they should be retrieved as well.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot view all the blanket releases which match the conditions displayed on FORM "Purchase Order Headers".
