On : 12.1.3 version, Expenditure Processing

ACTUAL BEHAVIOR
---------------
Unable to transfer expenditures between projects when using  a non-superuser projects responsibility

EXPECTED BEHAVIOR
-----------------------
Expect to be able to transfer expenditures across projects when user is a Key Member of those projects

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Expenditure Inquiry form, and Query a Project
2. Select Expenditure, from menu Tools – Transfer 1
3. The project number is not available for changing.
