Purchasing Options Page Shows CLM Related Columns and Throw "Stale Data Error" When No Operating Unit is Set by Default

On : 12.2.2 version, Setups
When profile MO: Operating Unit has no value and only MO: Security profiles is set, while opening the Purchasing Options Setup page, CLM Controls are displayed and after choosing the Operating Unit, the following error occurs:
The requested page contains stale data. This error could have been caused through the use of the browser's navigation buttons (the browser Back button, for example).
The issue can be reproduced at will with the following steps:
1. Using a Purchasing responsibility, navigate to Setup- Organizations- Purchasing Options
2. The Purchasing Options opens but it show some CLM related columns not the purchasing ones
3. Attempt to select the Operating Unit-> error occurs
