Special Services Charges Are Not Allocated to Multiple Orders/Lines (Doc ID 1663432.1)

Symptoms

Having two Order Releases, on the first one, there is one line with special service A. On the second Order with two lines, there is the same A Special service.
When bulk planned both the Orders and allocated the shipment, The allocation has the A Special Service charges added to only one of the Orders.
If an accessorial charge is added on the Orders, OTM allocates properly to all the three Order Lines which is the expectation for special service charges too.

EXPECTED BEHAVIOR

Special Services should be allocated to all the lines in the Orders included in the Shipment

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a special service to at least two Order Release and have valid rates in OTM to make sure there is a charge to cover the special services on the Order Release.
2) Run the bulk plan selecting the two Orders
3) Allocate the shipment.
