Tender Offer Missing "ExpectedResponseDt" Tag When "Secure Resources" Is Done By Agent

Symptoms
When attempting to perform secure resources using agents. All out tender offers are failing because Outbound Tender XMLs are missing the "ExpectedResponseDt" tag completely when "Secure Resources" is performed via an Agent Action. But when using the "Secure Resources" action from the Shipment UI, the outbound tender XML does contain the tag.
STEPS

The issue can be reproduced at will with the following steps:
01. Create an Order Release and plan onto a Shipment.
02. Create an Agent with action: Secure Resources which triggers on shipment created event.
03. This triggers the agent to run the "Secure Resources" action which sends the the Tender XML that does NOT have the element: ExpectedResponseDt
04. This issues happens every time a tender is sent.
