Symptoms

An Agent is configured to Create a Report (i.e. PRINT REPORT) based on the Service Provider action (e.g. Accept/Decline Tender). A second agent is configured to send the report based on the REPORT-READY event. The first agent is triggering and creating the report, but the second agent is not raised to send the report.


STEPS

The issue can be reproduced at will with the following steps:

1) Create a shipment agent listening for Tender Accepted and having a single action step of Print report (SHIPMENT_REPORT)
2) Have a second agent set to send report to notify parties based on involved party on shipment (NOTIFY USERS)
3) Have carrier accept tender.
4) Only the Report Creation agent runs, and the second agent is not triggered.
