Performance issue while create new customer ship to locations in Add Customer form (Doc ID 1672010.1)

Symptoms

On : 12.1.3 version, Customer Usage

ACTUAL BEHAVIOR
---------------
Performance using while entering new ship-to address in sales order form.
The application freezes for several minutes.

EXPECTED BEHAVIOR
-----------------------
Expectation is that the Postal Code LOV should return results in less than 10 seconds.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. login as Order Management Super User
2. Open Sales Order
3. Enter Customer
4. Enter Bill To Location
5. Blank out Ship To Location field
6. click on Actions>Add Customer
7. On the address block, enter Site Number
8. In the address field, enter address
9. In the Postal Code field enter Postal code
10. Tab out of the postal code field
The system freezes for 1-2 minutes then the City LOV show a list of matching cities
