Reference Numbers not Saved When Stop Grid is Moved in SHIPMENT Manager Layoute

Symptoms
After moving the Stop grid to the Identification tab in the Shipment Manager Layout, the changes to refnums, are not saved
EXPECTED BEHAVIOR

The updates to the refnums should be kept even if the stop grid was moved
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Customize shipment manager layout moving stops grid to Identification tab.
2. open shipment and edit/add refnum
3. click edit (pencil) stop information
4. change stop information and save
5. screen is back to Identification tab where the refnum section. refnum changes done in step 1 are gone.

Due to this issue, users cannot use refnums after moving the stops.
