Symptoms
In Oracle iProcurement, Release 12.1.3 and 12.2.4:
When run concurrent program 'Confirm Receipts Workflow Select Orders', it ends in error intermittently. This results in the job not triggering all the PORCPT workflows that it should.

-- Steps
The issue can be reproduced at will with the following steps.
1. Run concurrent program 'Confirm Receipts Workflow Select Orders'
2. This ends in errors as above intermittently.
Errors are not seen all the time but this is very inconsistent.
