Symptoms
When processing a TenderResponse transmission for a shipment with Date Emphasis of BOTH and shipment times are in the past, the following error occurs and the transmission fails
"Error creating Stop Order Bundle for Shipment Stop DOMAIN.SHIPMENT_ID STOP_NUM. More than one Stop Order Bundle created."
