ACTUAL BEHAVIOR

The Unit Price is not updateable in Shopping Cart even after personalization - for Non Catalog Requisition, Line Type Goods Billed by Quantity
EXPECTED BEHAVIOR
-----------------------
Expect to be able to update the price in the shopping cart after the personalization.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add non catalog item with Goods Billed by Quantity to the cart
2. Unit price is not updatable
3. Personalization is showing the Read Only set to False at the site level
4. Price is still no available to change
