PBH Not Applied With Freight Charge On First Line Modifier

R12 PBH not Applied with Freight Charge on first line
A Price Break Header modifier that is applied to order lines in 11i when a Freight/Special Charge Modifier is also applied is not acting the same way in R12. In R12 version 12.1.3, if the sales order line qualifies for both modifiers, only the Freight/Special Charge Modifier is applied. Subsequent lines for the same item and quantity has the Price Break Header modifier applied. In 11i, both modifiers are applied to the first line of the sales order and the subsequent lines have the Price Break Header modifier applied. The Freight/Special Charge Modifier has a List Limit set to 1 for each current transaction. The Price Break Header modifier does not have a List Limit defined. The same Freight/Special Charge Modifier is applied with a qualifying Discount modifier type line on a sales order line.
Expect both PB and Freight Charge to be applied.as in 11i.
The issue can be reproduced at will with the following steps:
1. Order Management Super User
2. Create a New Order
3. Select the Sales Channel of 'Music Service' (Qualifies for Freight/Special Charge Modifier #RT Music Service Drop Ship)
4. Go to Lines Tab and enter a line for item #005023012., Quantity of 10 (Qualifies for Price Break Header Modifier #RT0062 Printed Music and Orchestration)
5. Go to the Next line and enter a line for item #005023012., Quantity of 10 (Qualifies for Price Break Header Modifier #RT0062 Printed Music and Orchestration)
6. Book the order.
Line 1 gets the Freight/Special Charge applied but not the PBH quantity discount.
Line 2 gets the PBH quantity discount.
The issue has the following business impact:
Both modifiers should be applied to the order line. The customer is not given the appropriate quantity discount.
