ACTUAL BEHAVIOR
----------------------
When adding a contract in the contract form, no active dates are retrieved by the system

EXPECTED BEHAVIOR
--------------------------
Expect to get effective dates populated in the contract form

STEPS
--------
The issue can be reproduced at will with the following steps:

1. HRMS Manager
2. People -> Enter and Maintain -> Others > Contract
3. Add a contract with status Active
4. Active dates are not populated.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
UAT will be delayed.
