Apply a Receipt to Projects Templates with Notifications Turned Off and Receive Workflow Notification Error - Object Found in Cache for {oracle.apps.ar.applications.CashApp.apply} (Doc ID 1684296.1)

Symptoms

Enabled the AR Notifications on the Project Templates, but for the Existing Projects it is turned Off. 

When you attempt to apply a Receipt to these Projects, that are turned Off, it generates a Workflow Notification With Error:

Local Event Error: oracle.apps.ar.applications.cashapp.apply.

The log file has the following:
