We are unable to delete next change in element entry of an employee

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using HRMS Responsibility
2. Navigate to Person Enter & Maintain > Assignment > Element Entries
3. Try to delete element entry (Red X)
4. Choose Next

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, cannot delete element for one employee
