Scroll-bar Missing From "One Of" Pick List in Custom Screenset

Symptoms
The Scroll Bar is missing on the list of items from a "One Of" selection when configuring a Screen Set
Example:
- Configuration and Administration -> User Configuration -> Screen Set Manager
- Search for ORDER_RELEASE
- Copy the screenset, enter an ID
- Go to the Default Criteria tab
- Select Status ID # 1 as Column
- Select PLANNING as Status ID - #1
- Set the drop down to 'One Of'
- Notice that there is no scroll bar for the list of operators.
