Trip Stop Records Stuck In The MTL_TRANSACTIONS_INTERFACE Table With Error 'Negative Balances Not Allowed' (Doc ID 171445.1)

Symptoms

When attempting to run the Interface Trip Stop for a certain delivery, the below error occurs and is written to the Interface Trip Stop Debug log file.

Error
--------
Negative balances not allowed

Checking the Sales Order Analyzer report for the related sales order shows the following error in the MTL_TRANSACTIONS_INTERFACE section:
error_code: Negative balances not allowed error_explanation: Quantity must be less than or equal to Available to transact
