Unable to Select the Service Item Name when Creating a Service Line

Symptoms
When entering a Service Line on a Service Contract, when selecting a Service Item from the list of values, the list of values is empty (or the desired item is not included in the list of values).
Contract Entry Navigation Path:
1. Using the Service Contracts Manager responsibility, open the desired contract.
2. Open the Lines tab.
3. Open the Parties subtab.
4. Enter Line Type = Service
4. Select the Service Name from the list of values (LOV). The desired entry is not in the LOV.
