Symptoms
PATRTRX - PRC: Transaction Import - completes with error if project_number is not populated in PA_TRANSACTION_INTERFACE_ALL table
STEPS

The issue can be reproduced at will with the following steps:
1. Populate Project_id only in PA_TRANSACTION_INTERFACE_ALL table and run PRC: Transaction Import for a custom transaction source
Changes
The issue is due to code added as part of Bug 14657202 - IC Enhancement
The validation should be made based on project_id. Its not mandatory to populate both Project_id and Project_number .
