User Favorites Not Appearing at Top of List

Symptoms
After savings a user favorite (location was the test) that location is not showing up first in the list of Locations.
The issue can be reproduced at will with the following steps:
1. Configuration and Administration / Preferences /User Favorites
Example:
Table: Location -- GMZ
2. Go to Order Release and click New
3. Go to Location field, click in Find or List
The favorite location is not at the top of the list.
