View Region Details Window Opens Twice With the Same Information When Invoked From Accessorial Costs

Symptoms
When navigating to Contract and Rate Management -> Power Data -> Rates and Codes -> Accessorial Costs, and opening any record, when clicking on the 'v' to view the details of the Region value used in the condition, the Region window opens twice with the same information.
Expect the Region window to only open once.
STEPS
The issue can be reproduced at will with the following steps:
1) Go to Contract and Rate Management -> Power Data -> Rate and Codes -> Accessorial Costs.
2) Enter Accesorial Cost ID, query the record and open it.
3) In Conditions, view Region.
4) Duplicate windows will open for the region.
