ORA-00947: not enough values" When Trying to Duplicate Existing Templates in R12.2+

Symptoms
On Oracle Applications 12.2.1 version, Bills/Routings Reports,
when attempting to create a duplicate template of the f '‘Standard Operation Report (XML)’ from payment administrator, the following error occurs:
java.sql.SQLSyntaxErrorException: ORA-00947: not enough values
The issue can be reproduced at will with the following steps:
1. (XML Publisher Administrator -> Home -> Templates).
2. Search for any existing template (for example search with Code as PAYUS%).
3. Of the Templates fetched, try to Duplicate one of them.
4. Try to save the Copy of template details by pressing Apply.
