Symptoms

ACTUAL BEHAVIOR
Cannot inactivate item due to error but the item has no quantity or open deliveries.

ERROR

EXPECTED BEHAVIOR
Expect item to disable.

STEPS
1. Create item.
2. Receive quantity and place orders.
3. Process all orders.
4. Remove all quantity.
5. Attempt to deactivate item.
6. Receive error.
