Customers Workbench: Adding a New Site Address to a Customer and Receive Error - Departamento/State - Select a Valid Value

Symptoms
On : 12.1.3 version, Customers Module
Attempting to add a new site address, for an existing customer, and receive the following errors:
ERROR
-----------------------
1. Departamento - Select a valid value.
2. Departamento - Select a valid value.
Steps to Reproduce:
Responsibility: Receivables
Navigation: Customers > Customers > Query customer (ie. AAAAAA) and click on Customer Name
Click on Create Site
Create an Address for a new city (ie. XXXXXXXX) > departamento YYYYYYY
You will see two (2) departments YYYYYYY > Finish
Due to this issue, users cannot create address for bill_to and ship_to for departamento YYYYYYY
