Symptoms

On : 12.1.3 version, Core HR - General
on production instance

When attempting to change the start date for new employees who have not been included yet in any payroll
the following error occurs.

ERROR

frm-40735 on-update trigger raised unhandled exception ora-29861
app-pay-34716 There are commits outstanding


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query employee
2. Change the Start Date and save
