Applied Patch 17865201 But Still Encountering HXC_LOCK_PARAM_RULE_10 in Approvals For Deleted Timecard

Applied R12.HR_PF.B.delta.6 (<Patch 16000686>) and the known issue patch for OTL:
<Patch 17865201>:R12.HXT.B - NOTIFICATION IN ERROR AFTER DELETING A SUBMITTED TIMECARD NOT YET APPROVED
During testing of opening the notification of a submitted and then deleted timecard, found the following error is still being encountered.
Message not found. Application: HXC, Message Name: HXC_LOCK_PARAM_RULE_10.
NOTE: When do the same scenario in Self Service, the notification disappears after timecard is deleted. But the notification remains when time is deleted from Timekeeper.
The issue can be reproduced at will with the following steps:
1. Log into Timekeeper
2. Enter a timecard and submit for approval.
3. Confirm approver receives the approval request.
4. Go into Timekeeper Entry and delete the rows entered for this timecard
5. Access the approval request that is still there.
The issue has the following business impact:
The deleted timecard is not being removed from the notification list as expected and then shows error when accessed.
