Orders With Multiple Stops That Have PD Activity (Pickup & Drop) Do Not Plan Shipments On The Mode Specified

Symptoms
When an Order Release has Multiple OR Stops, of which at least one stop has the PD activity (Pickup & Drop) - the mode that the shipment is planned in is not found to be the mode that the order release has specified on its constraints tab.
Also - the total weight on the order release and shipment do not match the total weight on the bulk plan results.
Expect the shipment to be planned with the same MODE as constrained in the Order Release.
Expect the weight on the order release to be the same as that of the Shipment.
The issue can be reproduced at will with the following steps:
1. Create an order with at least 2 OR Stops - of which 1 OR stop should have 2 ship units associated with it - one for delivery and 1 for pickup (PD activity)
2. Specify constraints for the mode = TL
3. Ensure there are multiple rates available for the shipment
4. Bulk Plan the order.
