Symptoms
Upon changing the ledger of an OU, the set_of_books_id gets out of sync between financials_system_params_all, ap_system_parameters_all and org_organization_definitions. Therefore, one cannot Select the Operating Unit (OU) in Financial Options
Steps to reproduce

1.User had defined/changed the new ledger,legal entity etc.
2.When they trying to select the OU in the Payables Options or Financial Options error encountered
"No Primary Key row found for value in ORGANIZATION_CODE"
