Why is a new delivery created when address is changed on order line after assigned to a delivery? (Doc ID 1913626.1)

Goal

User does the following:

1.  Books a new order.  A ship-to address is specified on the order line
2.  Prior to pick release,  customer manually auto-creates a delivery for the delivery line in the Shipping Transactions form.
3.  The new delivery is assigned to a new Trip on the Shipping Transactions form
4.  In the Sales orders form, customer changes the address on the order line.
5.  Now the associated delivery detail is automatically unassigned from its delivery.
6.  However, the delivery is not unassigned from the trip it was assigned to.
7.  When customer assigns the delivery detail to a new delivery, the old delivery is not removed from the trip. 
8.   Now when customer attempts to ship confirm the trip,  an error message results saying that there are no delivery details assigned to the old delivery.

Why does this happen? Is this a bug, or is this 'as designed' functionality.
