Shipment Actual Skips Or Does Not Update The Shipment Ship Unit Lines

Symptoms
The ActualShipment XML does not update the S_SHIP_UNIT_LINEs, but no error is logged in the logfile.
The transmission & transaction status says PROCESSED and the "SHIPMENT -ACTUAL RECEIVED" agent ran successfully as if everything is fine.
The shipment header and shipment stop are updated successfully though. The odd part is that if the ShipmentStop node is removed from the XML, the S_SHIP_UNIT_LINEs are updated successfully.
