Goal
When running the Credit Card Transactions Inactive Employees Process the Supervisor is not notified that any outstanding transactions exist nor does the workflow appear to be granted the Securing Attribute ICX_HR_PERSON_ID in order to submit expense reports on an inactivated employee's behalf. Why is this occurring?
STEPS

The issue can be reproduced at will with the following steps:
1. Terminate an employee that has unused credit card transactions present in OIE. Ensure that the Final Process Date is in the future.
2. Submit the Credit Card Transactions Inactive Employees Process
3. Review the workflow and see that the ICX_HR_PERSON_ID is being populated but then the value is deleted immediately because the workflow is not recognizing that any unused credit card transactions exist for the target employee. The follow command is used to run the wfstatus diagnostic script:
@wfstatus APCCARD <your item key value>
