Symptoms

When attempting to download a log file, any log file, it is seen that performance is slow when trying to retrieve the log file.

 -- Steps
 The issue can be  reproduced by the following steps:
1. Log into a Scalable Environment
2. Disable one of the Web Servers in the Environment
3. Run an action in OTM
4. Navigate to the Log Servlet and attempt to open the log file
