After Cancelling Internal Requisition iProcurement And Core Forms Are Not In Sync (Doc ID 1917146.1)

ACTUAL BEHAVIOR
---------------
When requisition line is cancelled from both iProcurement and core form, the quantity cancelled is not updated whereas cancel flag is checked.

EXPECTED BEHAVIOR
-----------------------
When requisition line is cancelled expect the quantity cancelled gets updated accordingly.

STEPS
-----------------------
The issue cannot be reproduced at will but exists for one document with the following steps:
1. Go to Purchasing Responsibility
2. Go to Requisition Summary
3. Query the Requisition
4. Click on Lines button
    See Quantity cancelled is zero and Cancelled flag is "Checked".
