Symptoms
After upgrading from E-Business Suite (EBS) Release 12.0 to 12.2.3, when submitting concurrent requests, the following log file error message occurs.
"Exception in thread "main" oracle.apps.fnd.cache.CacheException
at oracle.apps.fnd.cache.AppsCache.get(AppsCache.java:228)
...
Caused by: oracle.apps.jtf.base.resources.FrameworkException: Error in IAS Cache:
oracle.apps.fnd.common.PoolException: Not able to create new database connection: FND SECURITY_APPL_SERVER_ID
...
