"Shipment Stop Location Refnum Qualifier" not Appearing in Rate Condition Basis

Symptoms
When attempting to define a Rate Basis Condition on a Rate Record, the wrong table is being selected in that only Shipment Refnum Qualifiers are getting listed, not Shipment Stop Location Refnum Qualifiers.
The issue can be reproduced at will with the following steps.
1. Open a Rate Record and navigate Detail tab and edit an existing rate record
2. For Basis input Shipment Stop Location Reference Number Qualifier
3. For Values click on the L or N button.
4. The Shipment Reference Number Qualifier table is referenced.
