Symptoms
On : 12.1.3 version, Person / Assignment Issues
When attempting to create a person of type Applicant
the following error occurs.

FRM-40735: POST-INSERT trigger raised unhandled exception ORA-06502.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter & Maintain Person screen
2. create a new Applicant with minimum data entered and save
