Allocating Customs Shipment to Customs Shipment Lines Isn't Allocating Cost Correctly (Doc ID 1921492.1)

Symptoms

Allocating Customs Shipment Value (i.e. Total Cost) to Customs Shipment Lines based on Customs Shipment Lines (Net Weight) isn't working correctly.

Lets assume you have

One Customs shipment (CS1) with Total Cost = 100 USD and Net Weight = 120 LB
Two customs shipment lines (CSL1, CSL2) each having a net weight of 40 LB and 60 LB

Allocating Total Cost to line based on net weight should allocate Total Cost as 40 USD and 60 USD receptively, however its observed that current system is allocating 33.33 USD (100 * 40/120).
